FBR decentralises promotion authority in Customs, Inland Revenue

LAHORE: The Federal Board of Revenue (FBR) has delegated powers to secretaries, chief collectors, commissioners, collectorate directors and commissioners to promote and appoint employees between BPS-1 and BPS-17 in the Customs and Inland Revenue departments, sources said.

According to details, the revenue division secretary will continue to appoint and promote officials between BPS-17 and BPs-19.

FBR Member Administration Shahid Hussain Jatoi, regional chief commissioners, chief collectors and directors have also been delegated powers to appoint and promote officials of BPS-16 or equivalent, they added.

Similarly, the chief management will now be able to make appointments and elevations from BPS-7 to BPS-15.

Collectors, commissioners and directors concerned will be able to appoint and promote FBR employees from BPS-1 to BPS-15 while the Human resource and management secretary has been given authority to appoint and promote employees from BPS-1 to BPS-6 in the FBR Headquarters.

The FBR has delegated these powers under the Government Servants (Efficiency and Discipline) Rules 1973 under Rules 2(2).

Earlier, the powers rested with the FBR which created problems in promotions, transfers and appointments.

The FBR employees had been persuading the FBR in this regard. However, the board has finally decentralised the powers of appointing authorities. The FBR employees pinned hopes on early promotions and easy transfers at the regional levels.
