Accordingly, the inquiry officer recommended that a “major penalty” of compulsory retirement from the government service may be imposed upon the officer under the relevant provisions of law.

The competent authority i.e. secretary revenue division, FBR, after examining the record of the case, defence of the accused officer, including reply to the show-cause notice and observations of the inquiry report, has observed that the quantum of punishment recommended by the inquiry officer for Ashir Azeem seems out of proportion with the quantum of the punishment recommended for the members of other team.

Therefore, the competent authority has reduced the recommendations of the inquiry officer and has imposed a “minor penalty” of “withholding of promotion” for a period of three years with effect from May 5, 2016 upon Ashir Azeem Gill, an officer of PCS BS-19 in terms of Section3 of the Removal from the Service (Special Powers) Ordinance-2000.

It is pertinent to mention here that Ashir Azeem Gill was recently made a film “Maalik” which has been banned by the federal government.
