FBR issues customs values for imported olives vide VR No.2045/2026

KARACHI: The Federal Board of Revenue (FBR) has revised the customs values of imported olives for the assessment of duties and taxes, issuing Valuation Ruling No. 2045/2026 through its Directorate General of Customs Valuation.

The new valuation ruling supersedes Valuation Ruling No. 1611/2022 dated March 11, 2022, and will remain effective until revised or rescinded under Section 25A(4) of the Customs Act, 1969

Background and Stakeholder Consultation

According to the ruling, the previous customs values had been in force for over four years, prompting the Directorate to initiate a fresh valuation exercise. A stakeholder meeting was held on January 13, 2026, where importers argued that declared transaction values were genuine, season-dependent, and should be determined brand-wise rather than origin-wise

After analyzing import data from the last 90 days, conducting market surveys, reviewing international price trends, and examining seasonal crop factors, the Directorate determined revised customs values under Section 25(7) of the Customs Act, 1969

Important Implementation Notes

• If the declared or invoice value is higher than the customs value, assessment will be made on the higher value under Section 25(1) of the Customs Act, 1969.

• For air shipments, the difference between air freight and sea freight will be added to customs value.

• Collectorates of Customs have been directed to ensure strict implementation of this valuation ruling
