KARACHI: M/s Prime Packages approached the Sindh High Court (SHC) seeking plastic waste/ scarp imported from China detained by customs officials allegedly in the garb of approval of Sindh Environment Protection Agency (SEPA).
On July 19, 2019, counsel for the petitioner stated in his constitutional petition that the petitioner is primarily engaged in making the plastic products including films, ply bags, films include plain film on the reel product, the petitioner is primarily manufacture of all kinds of plastic products in textile polyethylene bags, roll sheet and textile balling ropes, plastic washers etc.
He further submitted that the petitioner imported plastic waste/ scarp from China and filed goods declaration according with law, however, he was informed by customs officials that his consignment was stopped in the name of approval of Sindh Environment Protection Agency (SEPA).
Citing Collectorate of Customs Appraisement Port Muhammad Bin Qasim, Deputy Collector Adjudication, Customs Appraisement Port Qasim, Deputy Collector of Customs Appraisement Port Qasim (Group-III) and others as respondents, petitioner pleaded the court may declare that the respondents have no jurisdiction to challenge/ question the SEPA approval and IRS manufacture registration.
He further pleaded the court may direct the respondents to release the consignments of the petitioners, without any hindrance and delay.
