Earlier, counsel for the petitioner stated that it is engaged in the lawful business of manufacturing of textile goods, import and export and always fulfills his liabilities according to law. However, the customs authorities issued a show cause notice to the petitioner and suddenly suspended his sales tax return number without fulfilling the legal requirements.

Citing Secretary Ministry of Finance, chief commissioner Inland Revenue Corporate RTO, the commissioner Inland Revenue IV Corporate RTO as respondents, petitioner pleaded the court to declare that act of the respondents as illegal, mala fide and arbitrary.
