ISLAMABAD: Chairman National Accountability Bureau (NAB) Qamar Zaman Chaudry chaired a meeting to review the performance of first quarter of all the Regional Bureaus of NAB on the basis of Partly Quantified Grading System (PQGS).
Senior Member Chairman’s Inspection and Monitoring Team (CI&MT) gave a presentation. During the presentation, it was informed that performance Operational Efficiency Index (OEI) of every Regional Bureau of NAB has been evaluated on the basis of PQGS which was discussed and approved in Dgs/DPGAs Conference.
He informed that on the directions of Chairman NAB, a Standard Operating Procedure (SOP) has already been devised to rationalize the workload and timelines have been prescribed for efficient, effective and expeditious disposal of cases putting a maximum limit of 10 months- from complaint verification-to-inquiry-to-investigation and finally to a reference in the Accountability Court.
In order to ensure uniformity and standardization, the Standard Operating Procedure (SOP) in vogue were revised after a gap of 10 years to make these responsive to the needs of changed economic, social and technological realities along with goals and targets for smooth conduct of operational activities in accordance with Law and to bring further improvements in the performance of NAB Regional Bureaus.
It was highlighted in the meeting that Operational arms of NAB are its Regional Bureaus which are involved in field operations i.e. conduct of Complaint Verification (CV), inquiries, investigations, Prosecutions of cases at trial and appellate stages.
The Regional Bureaus under Party Quantified Grading System are being evaluated at a given criteria 80percent will be considered
“Outstanding/Excellent”, marks between 60 percent to 79 percent will be considered as “Very Good”, marks between 40percent to 49percent will be considered as “Good”, while marks less than 40percent will be considered as “Below Average”.
During the meeting, it was decided that NAB will give priority to corruption cases i.e.; normal cases from Rs. 100-200 million, Complex Cases from Rs. 500-1000 million and Mega Cases Rs. 1000 million and above for mega cases.
The Senior Member Chairman’s Inspection and Monitoring Team (CI&MT) gave a detailed presentation on the results of first quarter of all Regional NABs after applying Partly Quantified Grading System.
After detailed deliberation and discussion, Qamar Zaman Chaudhry, directed Senior Member Chairman’s Inspection and Monitoring Team (CI&MT) that results of all Regional Bureau of NAB evaluated on the basis of Partly Quantified Grading System (Operational Efficiency Index) be sent to all the Regional Bureaus of NAB for their comments within 15 days in order to have their feedback as well as to further improve their performance.
Qamar Zaman said that with better quantitative and qualitative improvements in Operational Efficiency Index, rationalized workload, clearly drawn job descriptions and institutional support and supervision, NAB is ready to rise to the expectations of the Nation.
The Chairman NAB reiterated the policy of zero tolerance towards inefficiency and corruption within the organization.
