Acting upon the aforesaid information, relevant import data of groundnut for February 2017 to November 2017 was retrieved from the PRAL. The said data was scrutinized which revealed that importers of groundnut were not declaring the value determined by the Directorate General of Valuation Customs House Karachi issued vide valuation ruling.

The import data informed the authorities that the importers and customs clearing agents were declaring unit value of groundnuts ranging from $0.18 to 0.58 per kg to 0.58 per kg at Customs Station Torkham.
The said companies got failed to declare the correct value as 0.62 per kg as determined vide aforesaid valuation ruling. The suppressed declared value by the A.R Enterprises and Central Asian Linkers (Importers), Hamza Customs Clearing Agency and Sadaqat Clearing Agency caused the national exchequer a big revenue loss.
The above said companies and clearing agents deliberately suppressed the actual value of groundnuts which caused short payment of legitimate duty taxes. All of above companies did violation of section 18,25, 32 (1) (2) & 79 (1) of Customs Act-1969.
The short duty taxes amount is recoverable under the SRO 499 (1)/2009 dated June 13, 2009. It said that all the tax evaders were issued show cause notices because they did not pay duties and taxes on import of groundnuts of Rs10.215million.
