Circle system will improve tax collections: DC Imran Saeed

LAHORE: Working under circle system empowers the tax officials to collect revenue and it will help achieve targets easily during running fiscal year 2016-17.

Federal Board of Revenue (FBR) Regional Tax Office-II (RTO-II), Lahore Deputy Commissioner Imran Saeed stated this while giving an interview to Customs Today, adding that after the separation of corporate and non-corporate taxpayers, the RTO was following the circle system.

In this system, officers of Broadening of Tax Base (BTB), Audit, and Enforcement & Collection worked in a circle and all functions related to taxes are performed at one place, Imran said, adding that the officers could take coordinated measures  in this way.

Amendment to the Finance Bill 2016 will strengthen the nation economy, he said, adding that under the law, pharmaceutical sector cannot claim more than five percent concession in the wake of sample or expanses.

He said that before the amendment to the finance bill, manufactures or taxpayers could claim concessions up to 40 to 50 percent in the wake of sample or expenses. Such amendments will help boost revenue collection.

Talking about the jurisdictions of Zone-IV, the deputy commissioner said that the zone collected taxes from Ravi Town, Shalimar Town and Data Gunj Baksh Town, non-territorial pharmaceutical sector, textile sector, non-corporate taxpayers, Association of Persons (AOPs) and individuals came in the jurisdictions of the zone, adding that almost 60,000 cases came under the zone.

He told that Lahore RTO-I was still working under functional system but RTO-II has adopted circle system that is a big change. Under the circle system, writ of state could be established easily, he added.

He further said that after the separation of corporate and non-corporate taxpayers lot of discrepancies occurred but the RTO-II was working efficiently to solve all problems, adding that the department will surpass the revenue targets as it exceeded during previous fiscal year.

The deputy commissioner said that he was appraised as best officer of the zone in the month of June and best officer in audit range during the month of April, May and June consecutively.

Responding to a query, Imran Saeed told that RTO-II Chief Commissioner Khawaja Adnan Zaheer, Zone-IV Commissioner Ghulam Mujtaba Bhatti and Additional Commissioner Rabia Shah, all officers are very cooperative, encouraging and motivating to the lower staff.

Deputy Commissioner Imran said that he always discussed important matters with seniors on a daily basis and learned from their experiences. He said that trust-based working atmosphere is a key to success. For capacity building of the officials and officers, training workshop were arranged to discuss different issues of tax laws, he added.

Imran Saeed told that the officers of FBR came from prestigious service, Civil Superior Services (CSS) and officers called as civil servants.

As civil servant officers must welcome peoples, adopt cooperative and problem solving approach. Further said, he always prefers those who visited him without any reference because he is in the office to serve the people and country as well.
